If you're adding from the command line, best to use the 'cadduser' 
command from the shell-tools package.  This creates the system 
username, but also puts all the user info into the PostgreSQL 
database so the UI doesn't get confused (the quota checking system 
goes bananas if there are users added at the command line that don't 
exist in the database)...

Login names shouldn't have anything to do with web access unless the 
director(y/ies) are password protected via a .htaccess file.  They 
should just point their web browser at the IP address for the RaQ (or 
the domain name, if you're running an internal DNS server) and the 
web content for that virtual 'site' should appear.

meta-verify scrubs through the PostgreSQL database.  If you added 
users at the command line "improperly" and didn't get them into the 
database, that's why meta-verify doesn't work.
