[cobalt-users] htaccess not working

I have two Cobalt Raq4r servers.

On one, the .htaccess files work just fine.  The other, they don't work at
all (I get a 'page not found' error).  Permissions and ownership are not the
issue.

I looked through the access.conf and httpd.conf files on each server and
compared them; they look indentical to me.

Has anyone else had this issue before?
