Yes. And it will always remain there unless you manually delete it after
you've installed the PKG.

The initial install might have failed but left the "marker" file intact,
which is what the GUI uses to determine if something is actually
installed or not.
Log in as root, cd /var/lib/cobalt, and do an "ls -alF"... if you see
the .*MySQL.*.md5sum file (not sure what the actual string is, but
you'll know it when you see it), just "rm" it. Then when you try to do
the install again, it should let you.
Local installs of large PKGs, using the "wget" method you used, are much
preferable to "remote" installs, due to potential dropped bits, etc.
