We've had a raq3 for about 2-1/2 years located at a "server

Recently I've noticed that I cannot address sites by their
web address (i.e., bricol.com, foxislandtea.com).  Sometimes
they are there, sometimes not.  The bricol.com is the
address of our server (and secure server), so I cannot get a
look see to find out what is happening (though my knowledge
of the server is very weak).

Try logging in directly to the server IP address and admin server using a url like this:
http://111.111.111.111:81/admin/
Which should take you straight to the admserv without any rewriting etc.
