SSH in and do a
df -h
To take a look at the partitions and see how much space/inuse you've got. Chances are its the root partition (/) getting nearly full, although why the active monitor is crapping out I'm not sure on.
Perhaps check the file in perl using:
perl -c -w /usr/admserv/cgi-bin/.cobalt/diskUsage/diskUsage.cgi
And see if it throws an error (have you upgraded perl or some such evil and heinous crime on a Raq!)
