I haven't paid careful attention to your previous posts, but I gather
using the CMU is not a possibility?
I would go through your current server, and if possible, get the site
numbers that tie into the sites and create them in that order on the new
server. If you have the user names for the sites, you can create them.
Then you don't have to mess with the .raq files to change site #'s.

IIRC, you're going to have to create the users before you do the .raq
restore.
At least the siteadmin user so ownership is correct.
