It's a Cobalt fsck-up

vi /etc/ld.so.conf
add this line
   /home/chiliasp/lib-chilicom
then run
   ldconfig
then
  /etc/rc.d/init.d/httpd restart

Actually downloading and installing the latest version of ChiliASP fixed it as well:

wget ftp://download.chilisoft.com/pub/chiliasp/cobalt/raq4/RaQ4-chiliasp362-2.pkg (about 45MB download)

Place file in /home/packages so it shows up in package pop-up menu on Install Software page. I installed from the GUI admin page and everything worked out OK.
