Yeah they will handover the PTR,
Is there a connection loss between handover and start-up from my site.
What do you mean by one pointer per IP? , I have 10 sites or more on one
IP, I though every name.domain.com or www.domain.com needs separate PTR
as record, Can you give a example?

If your ISP will give you athority, take it.
Your ptrs should be OK,
Use only one pointer per IP and make sure the size is correct as the
cobalt defaults to a /24 network (256 IP addresses) But it does allow
you
to edit it.
