Chances are its your Perl libraries at the core of the problem, Cobalt has a lot of libraries that they include within the perl distribution, check your include paths for perl, on my RaQ3 here they are:
# perl -V
/usr/lib/perl5/5.00503/i386-linux
/usr/lib/perl5/5.00503
/usr/lib/perl5/site_perl/5.005/i386-linux
/usr/lib/perl5/site_perl/5.005
Because in the /usr/lib/perl5/site_perl/5.005 there is a Cobalt directory with the relevant modules.
Check the INC and if needed recompile so it has those in, and see if that corrects your problem.
