It's NOT his ISP's problem. His mail client is piece of shi^H^H^Hcrap.
With OE (and I believe with Outlook as well) you have to put at least
one email address in the "to" field, or the program will move the
contents of BCC to the "to" field. With Eudora, you get "<recipients
repressed>" or something similar, with Netscape 4.7x and Netscape 6.2x
you don't get a "to" field at all.
The easy workaround for people who can't or won't change mail clients is
to put their own address into the "to" field.
