Which is correct, as you can enable "POP before SMTP" and allow anyone
with a valid account to authorize themselves via POP3, then be allowed
to send mail out through the server for a set amount of time.

Which is good - you don't want to do something ridiculous and allow
relaying for every ".net" or ".com"...

Actually, the relaying window is set to 15 minutes by default.

Edit /usr/local/sbin/poprelayd, and change the value of the
"$timeout_minutes" to something longer...

Understandable, but then again, that is why ISPs provide SMTP
services... let _them_ deal with the bandwidth, validation, etc.  :)
