Not only that, but my suspicion is that it's easier for an
appliance user to say "my machine broke after installing package
XYZ version 1.2.3".
A reboot will run the machine through the boot procedure as a
whole, rather than just restarting a daemon or two.
Yes, I know... but that's just a theory. (Personally, I prefer
not to reboot unless absolutely necessary.)
