I agree with you, Gerald, but package installations can run scripts that
would do all the necessary app reloads.
Since I haven't been studying the insides of any of these packages, I
don't know if the ones that cause reboots require them for some kind of
library dependency or not, but certainly some of them appear to not need
them on a cursory glance.
