Once you have your machine connected to the internet with an IP
address it can be viewed. If it is in the domain name system it can be
found.  But the answer to you question is yes. Pretty much, as long as
its connected to the internet, has an ip, and is running some service,
say a web server, it can be seen and interacted with from the
internet.
