/var/log/maillog does not show the phenomena you described.

we set up the backup server to relay for the domains on the primary server.
The backup server rsyncs the primary server /etc/mail/access file
and a script puts the domaisn in the secondary servers /etc/mail/access file
then make hash of it
A script run as a cron job does all the dirty work...
