Bad fans, bad powersupply, short somewhere on MB.
Probably not bad fans; unlikely both would be bad.
First thing to do, disconnect and switch the fans. If the same fan
starts up and then stops, then it's probably a short in one of the
fans. If the same location (different fan) starts up and then stops,
then it's probably a short in the MB or a powersupply problem.
Are you under Sun Cobalt warranty? If so, give them a call.
