Nope.  Making exact copies is just as much a copyright violation.

Look at it this way...

O'Reilly publishes lots of books.  Believe it or not, they publish some
of them online as well.  Does that give you right to download the text,
print up your own, and publish them as well?

Oh, you think it does?

With all sincerity Brad...  I like having you as a supplier when I need
fans.  I buy them from you without hesitation and pay a fortune for
overnight shipping because your service is convenient.  I look forward
to your making drive-trays available.  Don't spoil it by being forced
out of business because of copyright violation.
