Correct.  Primary/secondary is arbitrary from a resolution
standpoint.  All DNS servers listed in a registration are
expected to be authoritative.  There is no priority system.

Put zones on your master.  Use rsync to redistribute named.conf
and friends (I include multiple other files for my zones, each
secondary DNS that I do, etc.) and zone data to your secondaries.
Do it over an encrypted connection.

Use a cron script to look for changed date/time stamp on named
config files.  When found, reload named.
