I know that this 'was' a bug, but it is fixed now.
Make sure you have
http://ftp.cobalt.com/pub/packages/raq3/eng/RaQ3-All-Security-4.0.1-10749.pkg
installed.
This package fixed the problem(?) on my RaQ3s
