(dsl.mindspring.com). I don't think a rouge W2k box is
your problem. Are you running DNS on your Cobalt -and-
are the DNS entries for "MyDomain.com" setup
correctly?

The inetd.conf file controls TCP wrappers for inet
services (FTP/POP/IMAP/TELNET) which has nothing to do
with NAMED/BIND/DNS services. I wouldn't recommend
trying it.
If you really want to block the IP, as root:
/sbin/route add -host 66.32.67.40 reject
