Or they can set up a separate POP account called AAA and a sending default
account named ZZZ. Since Outlook checks A - Z by account name it will POP
AAA before sending with ZZZ.
Your users who for some reason only SMTP will be out of luck. I don't
understand why they can't POP the server, even if it's an empty account you
set up for them.

Don't add any generic domains like aol.com to your allowed relays or you'll
find your mail bouncing as you end up on various blacklists as an open
relay.
