Anytime that I have experienced this problem I just go into the Cobalt
Admin screen for that domain choose Site Settings and then uncheck the
box that says Enable FrontPage Server Extensions then save changes. This
is effect uninstalls FrontPage extensions for that domain. Then go back
into site settings and check the box to enable extensions and set the
admin password for FrontPage. This basically reinstalls FrontPage on
that site. You will lose any users that you may have setup within
FrontPage itself (not on the RAQ). Other than that you shouldn't
experience any problems.

I have had to do this many times on my servers. It usually occurs after
installing Webalizer or something but I have also had it occur randomly
on occasion. Don't know if this is the answer you were looking for but I
hope that it helps you out a bit.
