There is on the RaQ4; perhaps on others as well.

By IP#; so it'll throttle all sites using the same IP# to the aggregate
data transfer you've put in for the one site on the shared IP#.

No need to go through ifconfig; you can do it all through the gui

Give the site it's own IP#, and using the gui, throttle the data
transfer for the site.
