It's built-in functionality on the RaQs already, known as "bandwidth
management". It's a kernel module/add-on we put in which allows you to
set, in kilobits per second, the traffic rate for _all_ TCP/IP traffic
for a given IP address. Find it in the Control Panel section of the RaQ
Admin UI.
