Actually, you can but with some restrictions :-)

You can take the login/signup page and split up into single domain
singup/login pages adn place those on each domain. The users then only see
their own domains login/signup form.

You can also assign management permissions to specific email users so that
they can manage the users for their domain.

The restriction is that as a single installation, the features that you
enable in the management functions are installation-wide. This may be fine
depending on whether you want to keep control of the features offered to
all.

Also, as an added incentive perhaps, our development servers are RaQs, so it
works fine on the platform :-)
