Your index.html page must have the same name as the cobalt panel default
page. Change the name of the cobalt-panel default page to something like
"cobalt-index.htm" or simply remove it.
I don't know server paths to the web on RAQ 2s, but on RAQ 4i's, the
server web path is /home/sites/site#/web and web files are placed in the
"web" directory. Perhaps your server web path is
/home/sites/www.test.com/web instead of what you have chosen. Like I
said, I don't know anything about RAQ 2 server web paths, but somebody on
this list will. Best of luck.
