You can use mrtg in order to do this, but you will have to make sure that
snmp is running on your raq's correctly, and I am not sure how this works
with virtual interfaces on the cobalts - the output might not look exactly
how you want it - but you should be able to tweak this.

How about looking at something called IPMETER -

we are implementing this now with our clients - the only thing that is
difficult is the hub that has to sit in front of the network - I do not
really like this config and am trying to find a work-around.

Can't you use snmp, and or mrtg?
