[cobalt-users] APOP nightmare

I have a user on a system:
IE user1@xxxxxxxxx
and regardless of the fact that APOP is not activated for the site or the
user the system is insisting that it must have 'stronger auth such as APOP',
how do i get rid of this so that I'm able to use the username, here is what
i've done so far:
Removed and re-added the user
Removed, rebooted and re-added the user
I've removed the ENTIRE site
but no matter what i do it still wants APOP for this one user, neither of
the APOP boxes for the site or the user are checked,
Does anyone have any suggestions for getting aroudn this?
