Have you actually *used* those IP addresses for anything? Raq's generally
won't listen on an IP address untill you add a web site using that IP...
The First IP is an exception, as it's configured when the machine is
setup, and you probably added one web site so far....
If you did that, and still can't get past your ISP's router, then only
they can fix it, it's a sign the IP's weren't allocated/routed to your
machine yet...

Doesn't matter, only your ISP can make theeor upstream do anything anyhow,
so your first point of contact is whoever connects your machine to the
net...

I'd ponder that fact as well....most people consider web hosting to be
24/7 business, not a 'when we fel like answering the phone' business ;)
I Have called my provider at 3am on sunday and had them pick the phone up,
it's a nice warm fuzzy feeling ;)
