Not a better answer, but some additional info.
The encrypted info can be stored in non web-accessible directories,
or in databases (and we all know MySQL is free).
Do a search on php.net for 'cookies' and 'sessions' for more info, or
hop over to phpbuilder.com for tons of tutorials on how to write
things like this. Thickbook.com will lead you to a great beginner's
book on PHP and some of Julie's small tutorials she's done for other
sites.
I really recommend learning PHP; it's easier to understand than
perl/cgi and blends in with HTML seamlessly (no backslash hell!). You
can also install MySQL, Apache and PHP on your home windoze box in
about 10 minutes and use that for testing before putting something on
your server.
