If you search at webhostingtalk.com, you'll find several posts from folks
who were renting the RaQ4s from the ISP, who discovered that they were
really RaQ3 units with the RaQ4 OS.

As I recall, the ISP played all sorts of games as the customers complained
and documented the issue.

But, the upside is that it proved beyond any question that you could use
the RaQ4 restore CD to make your RaQ3 a slow RaQ4.

BTW, the ISP in question has a interesting track record of making
"creative" statements about bandwidth,etc.
