Call me "nobody".
Have you heard of "broken window theory"? Basically, if you
have an empty building, the moment one window gets broken by
vandals, the rest will quickly follow. (Link below).
It's the same with mailing lists and newsgroup. Minor
uncorrected "violations" are seen by newcomers as a
sign that it's perfectly acceptable behaviour. Pretty
soon the signal to noise ratio plummets as all the spammers
start trying to outshout each other.
Hell, it's hard enough to get people to follow the meta-FAQ
guidelines to do with trimming quoted material...
As a compromise, we could request that "netiquette flames"
have the letters NF added to the subject line... this would
meant that people could still read Dan "Helpful" Kriwitsky
and yet filter out Dan "Hitler" Kriwitsky.
