Ummm... hmmm.
It "manages" bandwidth, yet does nothing to limit bandwidth?
Well then, how does it "manage" - what is it doing? Just keeping
track? To me, that would be "monitors" bandwidth, not "manages", as
"manages" communicates some type of active steps taken should the
bandwidth go over the limit.
I know you didn't write this, just trying to figure out what they
meant.
