I was able to get an indirect answer through my provider.
The Cobalt Bandwidth Manager (bwmgmt) is used exclusively by the Cobal
appliances to manage bandwidth limitations of virtual sites hosted on
said appliance. It in no way interacts with any secondary devices to
limit bandwith to/from the Cobalt device. The bwmgmt module entry may
be safely removed from /etc/modules.conf and the related startup
scripts can be deleted by running 'chkconfig --del bwmgmt'.
