To overcome the tilda (~) issue you can go to the command line and create
an alias link.

SSH in to the RAQ and go to your domain's web directory.  Then enter the
command " ln -s ../users/sailing/web sailing " to create a virtual link
to the user web dir.  Now http://yourdomain.com/sailing will work and
your friend will only be able to modify files under that directory.

One thing that I would like to see though is the ability to provide that
user with web log stats for that virtual directory without confusing him
with stats for the whole domain.
