Not for you. But if the ISP is clueless, they're stupid. Back in '96 when I was working at an ISP that did do dial-up, our RADIUS could (and did) tell us and record which account used which IP for each dial-up session. So I could tell you (with 1-second precision) who was using any given IP at any given time if you had a good enough reason for asking.
Authentication has certainly not gone downhill in the last five years, so I *know* the capability to do this is out there. And since we scratched together the whole thing without spending any money, cost is not a factor either.
