It shouldn't forward. Receiving mail for the user is fine, but not
forwarding it out.
Suspending them means cutting off their access to their site and all
it entails... if their mail is getting forwarded then they can still
access their mail.
*IF* it were to bounce, the message could be as simple as "temporarily
unavailable". But I don't think bouncing is a good idea. Just store
the stuff and let them deal with getting it after they've paid their
bill.

Definitely. But you don't have to say anything about them being
suspended, or payment... temporarily unavailable is fine. *shrugs*

They are still getting all of their mail when it's being forwarded -
which is just as good as them having access to log in and pick it up
POP.

But Dan, I'm not wanting to suspend "access to my machine", I'm
wanting to suspend "access to the services they are paying for".
Which includes - web site, ftp, control panel, email, etc. See what I
mean?

If it gets to that point I'll just delete the site (and all of the
users in it).
