I guess Cobalt didn't want the Suspend function to get into re-writing too
many files, which is what it would have to do to have mail bounce with a
customized "temporarily unavailable" message, as opposed to the normal "User
Unknown" on sites without a catch-all. It may vary by state, but even if
your contract had such a provision, it could be touchy depending on state
laws. I'd run any such contract by a lawyer before ever suspending a site or
blocking their access to email. IMO, just making the site unavailable via
the suspend function, or editing httpd.conf on older RaQs, should be enough
to get their attention and get the bill paid. If they don't pay up after
that, I don't think a couple of days of mail forwarding is going to make
much difference. You're probably going to have to delete the site and users
completely and the mail becomes moot.
