What should happen to the mail? Should it bounce? With what message? IMO, if
you suspend a user for non-payment and imply that they're out of business or
their site no longer exists by the bounce message you could get sued.

What access does the user have? You're not storing the mail, so they don't
access it on your machine. When it gets to the point of cutting the user off
completely, then remove their DNS and the mail will bounce.
