Yes, or at least a similar thing....

My co-lo includes 30 IPs with my RaQ4 which are allocated to me 10 at a
time.  I had to provide a breakdown of how my IP's were distributed before I
was able to obain my second block of 10.  I was told they needed this info
on hand as part of their agreement with ARIN.

I beleive that this is true.  The co-lo also provides information on how
they have distributed the IPs that were allocated to them.
