Yes, that's the active monitor.. you'll notice it hits every 15 mins (x:00,
x:15, x:30, and x:45). You'll get messages in /var/log/messages, as well as
/var/log/maillog. That's it i believe.

I get this every 15 minutes in my logs:
Feb 23 02:30:01 localhost proftpd[5596]: www.blah.com
(localhost[127.0.0.1]) - FTP session closed.
Feb 23 02:30:04 localhost telnetd[5623]: ttloop: read: Broken pipe
Is it something to do with the Active Monitor? I've noticed that this hits
my web site every 15 minutes as well. And it also hasn't stopped flashing at
me for the last month, I think I must have too many files on my system
partitions or something.
