I'm getting same. But also notice the SCOREBOARD message:

Mar 24 18:17:37 ns1 proftpd[31284]: ns1.dj.net - run-time scoreboard file '/var/run/proftpd/proftpd-inetd' appears to be from a newer version of proftpd (1.2.0rc3).
Mar 24 18:17:37 ns1 proftpd[31284]: ns1.dj.net - cannot bind 216.97.117.130:21 to server 'ProFTPD', already bound to 'ProFTPD'.

Any ideas? The "Cannot Bind" line appears dozens of times.
