I would guess that if you're an accredited registrar, or connected with one,
you have the database to run the program against.

 P.S. It looks like NSI is getting ready to clean out their database of
expired domains so they'll be available again. IIRC, last time I was waiting
for a domain, a day or so before it became available the whois info looked
just like it's looking now. That is, all the details except the NS info has
disappeared from the network solutions whois results.
