[cobalt-users] RPM Problems

Whenever I'm trying to install an .rpm file (in this case whois), I receive
the following error from RPM:

only packages with major numbers <= 3 are supported by this version of RPM

I tried to upgrade, but how can I do this since the only upgrade files I
found were .rpm's?

Any help would be greatly appreciated, I've searched the archives for a
week.
