No. The saying comes from long ago when "town meeting" meant getting the
town together out in the open somewhere. When someone said something you
thought was well worth hearing, you spoke up and said "Hear, hear..." to
bring others' attention to him/her (mostly him in those times).
By doing so you were telling everybody to hear that person, to pay more
attention so their voice wouldn't get drowned out among a bunch of
others. The old version of "I agree" or "Me too," if you will.
