[cobalt-users] strange mail issue (RaQ3, sendmail 8.9.3)

I have had two users, coming from different service providers along
different routes, who cannot connect to a RaQ3 I administer for SMTP.
They can check mail on the server, but attempting to connect to port 25
to send mail, even via direct telnet attempt to that port, fails.
Nothing is shown in the logs when they attempt the connection-just the
connection times out.

I have patched the server up to the most recent available patches, and
am at my wits end trying to find out the what is happening. Any
ideas/suggestions?
