[cobalt-users] Telnet - Access Denied Message

Does anyone know what the location of the file that is displayed when trying
to login to telnet, when telnet is not setup for the user:

**************** Access Denied ************
*                                                               *
* Sorry, you do not have telnet/shell access to this Cobalt     *
* server.                                                       *
*
********************************************
