You're not entirely correct.

The primary is not necessarily the one, that get hit first. Depending on the
resolver library implementation on the client, it will lookup on either the
primary or secondary server (or tertiary, etc. if such one is available).
Some resolver libraries looks up on the nameserver that is "nearest" (i.e.
has lowest ping time) - others look up on a radom server - etc.
