I think what he is trying to do is stop 100 people from downloading large
files all at the same time.  ie: 100 people have ip numbers and they all
press return at the same time... 10 of them get the file and 90 of them get
delayed until one of the first 10 is done.  Then you can use the thing
without all the employees using up the bandwidth.  Things like msn messenger
and napster would then stop the network until the offender(s) are found.

But he hasn't clarified what he does want or did...
