genrally, once 10 users are connected thru proxy or firewall (be it fixed ip
basis or random through DHCP and first ten machines registered) registers
them as authorised users and next request for connection is rejected. but
here specific requirement is, say,  one guy out of 10 users go off line from
browsing, any request from remaning  of workstations should be permitted
(but limited to max 10).

I am not clear how ....but i am with wonderful people with great ideas,
there should be some way.....
